Add oil to small skillet, bring to medium heat. Add ground beef and brown. Add vegetables and 1/2 seasonings, mix well. Fry, stirring regularly, until onions are translucent.
Crack eggs into small bowl. Add remaining seasonings and beat with fork. Pour into beef mixture. Reduce heat and cook, stirring regularly, until eggs are fully cooked.
Can be eaten as-is or with a dollop of sour cream.
